For the period January 1, 2026, to July 28, 2026, I request all final Memoranda of Understanding (MOUs), Service Level Agreements (SLAs), signed strategic agreements, executed contracts, and finalized briefing materials (including internal briefing notes and decision memoranda prepared for decision-makers) held by the Windsor-Detroit Bridge Authority (excluding drafts, working versions, comments, and records created solely for the development of such documents) concerning, involving, or exchanged between the Windsor-Detroit Bridge Authority and any of the following: (a) the United States Government, including the Executive Office of the President, the U.S. Department of Commerce, or the State of Michigan / Michigan Department of Transportation; (b) Housing, Infrastructure and Communities Canada; or (c) the Privy Council Office. The records sought must relate to strategic responses to U.S. executive branch requests or demands, toll revenue-sharing policy changes, or the July 27, 2026 opening timeline. For greater certainty, “executed contracts” means contracts that were finalized and signed by the relevant parties, and finalized briefing materials include internal WDBA records regardless of whether they were externally exchanged.

“Description of Requested Records: Under the Access to Information Act, I am seeking copies of all final arrangements, agreements, memoranda of understanding (MOUs), side letters, briefing notes, and formal transition frameworks regarding the operational and financial restructuring of the Gordie Howe International Bridge. Specifically, I am requesting records in the possession of the Windsor-Detroit Bridge Authority (WDBA), and The Department of Housing, Infrastructure and Communities Canada that concern: The 15-year toll governance and profit-sharing framework negotiated between the Government of Canada, the State of Michigan, and any or all entities representing the United States Federal Government. The establishment, operational terms, governance, and funding allocation rules for the 15-year United States of America based Regional Economic Development Fund intended to receive net toll profits from the bridge. Any modified directives and / or legal frameworks governing the WDBA’s authority to independently adjust toll rates, specifically regarding requirements for United States of America and / or the State of Michigan concurrence or consultation.
