Bridging North America
Bridging North America is WDBA’s private-sector partner and is responsible to design, build, finance, operate and maintain the Canadian and US Ports of Entry and the bridge, and to design, build and finance the Michigan Interchange under a public-private partnership agreement (P3). The state of Michigan will be responsible for the operations and maintenance of the Michigan Interchange.
Bridging North America is comprised of ACS Infrastructure, Fluor and Aecon, which are firms with local experience and knowledge, world-class transportation expertise and a proven ability to deliver bridge, facility and highway infrastructure projects.

Local Partners
Bridging North America recognizes the importance of partnering with local stakeholders, businesses, professional associations, unions, First Nations and educational institutions for the Gordie Howe International Bridge project. These partnerships help to strengthen the local economy, create jobs and training, and ensure the success of the project during its design, construction and operation.
In addition to partnering with local businesses, Bridging North America works with local unions on both sides of the border to establish agreements to employ the local labour force.
Workforce Development and Participation
As part of the Community Benefits Plan, a strategy geared toward engaging local workers and businesses was implemented by Bridging North America.
With a focus on workforce, training and pre-apprenticeships/apprenticeships, this strategy ensured opportunities for local workforce development and training to occur on both sides of the border and leveraged existing local resources to maximize the opportunities for Windsorites, Detroiters and First Nations.

Job Opportunities
The Gordie Howe International Bridge project created jobs on both sides of the border during construction and many permanent jobs in the operation of the crossing. Jobs were also created in businesses that supplied goods and raw materials for the project.

ISO Certification
Bridging North America (BNA) successfully attained recognition by a independent certification body of having implemented Quality and Environmental Management Systems in compliance with ISO 9001 and ISO 14001. BNA’s commitment to excellence does not end there but it continues as both management systems demonstrate compliance and continual improvement over time. BNA undergoes regular audits to continue to be in compliance with these certificates.
The Gordie Howe International Bridge Project Quality and Environmental Management Systems are applicable to all BNA sites and offices, and encompasses all of the project work, including design, construction, traffic management, environmental work, interim OM work, OMR work, rehabilitation work and handback work. At this stage of the project, the scope of the ISO 9001:2015 QMS and 14001:2015 EMS Certifications are related to the design, construction, traffic management and environmental work.

The main benefits of operating under a framework of a Quality Management System (QMS), such as ISO 9001, includes:

- Strengthening the industry by bringing together stakeholders and engaging the community by creating mutually beneficial relationships towards a common goal
By having achieved ISO 14001 certification, means BNA’s Environmental Management Systems (EMS) has been designed to ensure that the extensive environmental and related external stakeholder engagement requirements are managed and measured in a manner that improves overall project sustainability and minimizes environmental impacts.
BNA is committed to:
- Planning processes and carrying out the works taking effective measures to minimize environmental impact
- Achieving environmental goals through a proactive process of open communication, trust and a partnering atmosphere
- Developing and implementing an Environmental Management System focused on reducing pollution and the generation of waste, emphasizing “Proactive Prevention vs. Reactive Inspection” at its core, in order to avoid risks
- Striving for the continuous improvement of the Environmental Management System and ensuring that the Environmental Policy is applied in all projects
