On January 20, 2016, the Windsor-Detroit Bridge Authority (WDBA) reached a significant milestone by announcing the Short-Listed Respondents that will move forward to the next stage in WDBA’s public-private partnership procurement process to select a private-sector partner. On October 9, 2015, WDBA received six submissions in response to the Request for Qualifications (RFQ) that was posted on MERX on July 20, 2015. Following over 3000 hours of evaluations, it was determined that all six teams met the qualifications criteria. The three highest ranking teams were short listed for the project.

The Short-Listed Respondents – Legacy Link Partners, Bridging North America, and CanAm Gateway Partners – will be asked to submit proposals to design, build, finance, operate and maintain the Gordie Howe International Bridge project.

With this announcement, the first of two stages in the P3 procurement process, the RFQ stage, is completed. The next stage, the Request for Proposals (RFP) stage, consists of the following steps – RFP issuance, proposal submission, evaluation, preferred proponent named, and financial close reached.

The entire procurement process is anticipated to be 18 months in duration, having started with the RFQ posting and ending with financial close when all contractual arrangements are completed.
